Saw a couple people road biking the other day around where I live.

One ride had a stick with a flag at the end attached to his bike where a vehicle passing would have to keep a distance from him or they would hit the flag.

Have any of you ever seen this before? Do you think it's a good idea?

It looked like the two riders were touring.

it just looks inefficient. i think it's a good idea. I saw a guy on reddit run a camera at all times, and kept a log of everyone who broke the law. Then he sent in the footage to the local PD. Since it's all on camera they can't deny it. I think if everyone did this, it would solve a lot of problems. A jersey with "smile you're on camera" would be equally as efficient.

Yeah.

A visible camera (even if just a dummy) might also be a great deterrent for bad drivers.

You can, but make sure to watch how others set it up. Essentially, you will get a line wherever the narrow edge is.
